Multilingual Shop-Floor Systems for a Manufacturing Workforce of 50,000 Foreign Workers

The Shop-Floor Workforce Has Changed in 2026

Of the 80,000 Employment Permit System (E-9) slots allocated for 2026, roughly 50,000 go to manufacturing. The supplementary hiring cap for manufacturers outside the capital region rose from 20% to 30%, and both the size restriction and the 50-person ceiling for reshoring companies were removed. Three to five nationalities working a single line is no longer the exception — it is the norm.

The systems that run those lines, however, are still Korean-only. MES work-order screens, inspection criteria, and safety-training records were none of them designed with multiple languages in mind.

What a Korean-Only System Actually Costs

  • Defects and rework from misreading: If 'scrap when the upper limit is exceeded' is understood as 'reinspect when the upper limit is exceeded,' the entire lot gets caught downstream. At one injection molding plant, misreading of this kind accounted for 12% of all process defects.
  • Near-misses from misunderstood safety rules: For procedures where the sequence itself is the safety measure — lockout/tagout being the clearest example — an untranslated sign is functionally the same as no training at all. You end up with a signature on the attendance sheet but no evidence of comprehension.
  • Wasted supervisory hours: In a 50-person plant with 18 foreign workers, three line leaders spending an average of 1.5 hours a day interpreting adds up to about 100 hours per month. In labor cost terms, that is over 20 million KRW a year spent on interpretation rather than supervision.
  • Scope the Work in Three Stages

    Stage 1: UI Labels and a Terminology Glossary

    Translate buttons, menus, and status values — and build a shop-floor glossary at the same time. Trade terms such as deburring, blanking, or first-article inspection come back differently from a general translation engine every single time. Locking down 300 to 500 core terms determines the quality of every stage that follows.

    Stage 2: Multilingual Content Version Control

    Work standards, SOPs, and inspection criteria are revised constantly. If the Korean original moves to Rev.5 while the Vietnamese edition sits at Rev.3, the translation itself becomes the hazard. You need a rule that automatically flags translations as 'revision pending' when the source changes, and keeps unapproved translations off shop-floor terminals.

    Stage 3: Native-Language Input, Korean-Language Aggregation

    Accept defect reasons and equipment fault reports in the worker's own language, then aggregate on Korean code values. A structure of coded options plus a short free-text note serves both analysis and translation far better than open text alone.

    Key Design Decisions During Implementation

  • Language profiles and shared-terminal flow: Tapping an ID badge should switch the screen to that worker's language, with an automatic return to the default language after 60 seconds of inactivity. On shop floors where several people share one kiosk, the absence of that reset rule leaves the language state scrambled.
  • Reduce dependence on translation: Build screens around drawings, pictograms, and photographs of the actual part, so that awkward wording does not turn into an incorrect operation.
  • Ground rules for LLM translation: Lock the glossary first, use the LLM for a first pass, and require human review for all safety and regulatory wording. Machines supply the speed; people retain accountability.
  • Defensible records: Safety-training completions and signatures should record which language edition and which revision the worker actually read and signed. That detail is what makes the record hold up after an incident.
  • Sequencing and a Sense of Cost

    You do not need to replace your existing MES. Leaving the source data structure untouched and adding a multilingual layer — translation tables plus language profiles — puts a first release within reach in 8 to 12 weeks.
